Meeting Minutes 11/5/19

Meeting starts at 7:03 p.m. With the pledge of allegiance. 

Guest speaker April Patterson from Civic works starts. They are located in East Baltimore on brehm’s Lane its a non-profit company on a mission to provide community service, job placement, and job training.

3-weatherize.

For solar you are assigned an energy advisor to explain and walk through the process they measure air leaks with a blower door test. And give an energy assessment to determine what is needed for your home to be energy efficient. For solar it is a 4-week permit process two to three days to install and then a week to get permission to operate.

You’ll receive 14 LED bulbs, shower heads, kitchen aerator and power strips. To qualify for free it goes by income, and household size. 

1 member must make under $52,850

2 members must make under $60,400

3 members must make under $67,050

4 members must make under $75,500

5 members must make under $81,550

6 members must make under $87,600

7 members must make under $93,650

8 members must make under $99,700

Program is for renters and home owners. Renters would need a signed document from their landlord granting permission.

Free weatherization program they will ask you a bunch of questions, schedule an energy assessment which will be about 3 hours long, you’ll get a report of your home, and if you want to go through with the program then you’ll schedule an appointment it takes two days to finish this report.

Officer Wakefield reports the dates between September 30th and November 4th.

Cars and sheds crime is up be sure to keep your areas well-lit to deter crime. 

71 traffic stops, 132 checks of location, 8 parking complaints, and 2 abandoned autos. 

Report it protect yourself and your neighbors the more you report the safer they can make our area if they don’t know what’s going on, then they cannot help.

Weis gas station had a meeting at the library in 2017 but started building without putting signs up stating that they would be building on the site. need to contact traffic and engineering at Holabird and Delvale about that light getting turn lights installed. Maybe we can contact Buzz Beeler at the post to shine a light on the danger of that intersection.

Insurance from State farm would be $325 a year which will cover everything we need for events.

Clean up… The dumpsters… The new gun shop on Holabird avenue volunteered to host our cleanup and said that we could place dumpsters and they would man them if we choose to do so.

Open floor there’s talk about rats a certain neighbor has a lot of rats going in and out of her yard. There’s a pilot program that was started with 10 communities it’s now up to 23 communities and it’s based on calls to the county. They won’t offer us the program until the number of residents calling meets their expectations.

Officer Wakefield gives his report from September 4th through September 30th. There were 289 calls to service, 48 reportable offenses, 2 narcotics traffic stops both were marijuana. There was one Grand theft Auto, 4 theft from autos, 2 miscellaneous thefts, one 4th degree burglary, and one robbery. There were 33 traffic stops, 88 checks of location, 13 parking complaints, 3 abandoned autos and one DUI. Be sure to lock your car doors and make sure no valuables are laying out car break-ins have been on an upswing in our area.

Our vice president Sheila said everything is good she has nothing to report.

Kathy Sladics are treasurer reports that we have $1,745 in the bank.

Barry said everything is looking good mentions that residents have been remembering to call and report, the county was out for two days sweeping our area,  and left tags on all of the offender’s doors. We were reminded to take pictures when we send in code violations, that pictures go a long way. If the person has an offense, and you take a picture they are more likely to get a fine because code enforcement has actual proof. Rather than coming out and it being too late. Are repaving in the Westfield area is complete all we need now is for the painted lines.

Harbor freight open today 10-1-19 they are still hiring.

Rod McMillion opposed the construction of The sparrows point country club estates  because of overcrowding. Our school district is already overcrowded there are already trailers on every school property here in Baltimore county and we don’t have the space for all the extra kids that they are planning for with this new construction.

The parking lot behind salvos on Westfield road has been paid and the taxes are in good standing.

There is a gas station being built on Holabird avenue and Delvale and no notice was given.

The crosswalk at Holabird and Delvale is a very dangerous spot in the morning, and there is no crossing guard for the middle schoolers.

There’s a new gun shop that opened up on Holabird avenue it’s been in the works for years no notices were given to the community. 

The neighborhood space Bill 37 – 19

In project development companies need a certain percentage of open space. They get around it by green roofs or pools in roof tops.  They’re closing the loophole making “real” Green space mandatory.

There was talk about homeless encampments in local areas. There was a question they needed to know what the law and code was regarding encampments. Police department can address it, and push them out if it becomes a problem or a nuisance. They do monthly sweeps.

Rita road got a bigger stop sign from traffic and engineering to try and curb people from running the stop sign. Leslie road and railway there’s a missing stop sign. Officer Wakefield informed us that any road shaped like a T does not need a stop sign.

There’s a disconnected trailer on Leslie and Birch officer Wakefield will look into it he said it has to be connected if it’s parked on the street.

Officer Wakefield gives his report August 1st through September 3rd there are 316 calls to service, 60 reports, 5 destruction of property, 2 overdoses (one died) ,2 narcotics, 2 Grand theft Auto, 4 theft from Auto, 3 thefts, 1 first degree burglary, and one 4th degree burglary. There were 30 traffic stops, 115 checks of location, 9 parking complaints, and 3 abandon automobiles. There’s been a lot of car break-ins in West Inverness. Heroin use is currently on an upswing.

Sheila our vice president was praising the new traffic poles by Dunkin donuts and IHOP.

Our treasurer Kathy note that July we had $1,656 in the bank she had some checks to make a deposit. 

We were approved for a grant of $400! $150 is for office supplies, and $250 is for national night out.

Barry would like to see speed cameras on Merritt boulevard, and at Holabird and Searles, as well as Delvale and Holabird.  There’s unanimous support for speed cameras at del-vale and Holabird.

Rod McMillion had a school safety meeting with us in July. Baltimore county public schools needs to know that the applications are not working there are no consequences there’s no discipline and we need to change that.

Repaving continues all over Dundalk this fall hopefully it will be completed.

National night out was rained out. 

Sparrows point country club estates sent us maps of their construction plans anyone who would like to look at them can contact us and we will surely share them with you.

There was a discussion about the parking lot behind Westfield road Ava has tried collecting the money Tracy Pender called the tax info and Mary made the plan to go and pay the property taxes so that we can secure the parking lot.

Harbor freight next to Ollie’s is now hiring so spread the word for anybody looking for a job.

Mary Lambert read an article about rats saying that they multiply rapidly and reproduce about 15,000 babies in one year so we need to get a handle on cleaning up the dog mess, and make sure trash can lids are on tight. So we can reduce the rat population in our area.

Parking in our area has been a major issue for some time and it was brought up that people need to take consideration with the way that they Park.

Officer Wakefield gives his report. from May 8th to June 4th, there are 305 calls to service, 61 reports, 2 destruction of property, 0 overdoses, 1 narcotics, two Grand theft autos, one medical emergency, three theft from Auto, two miscellaneous theft, 3 fourth degree burglaries, one robbery, 1 arson, 29 traffic stops, 98 checks of location, 9 parking complaints, and one abandoned Auto. he also reminds us that it’s summer people are out and about, so be aware of your surroundings! don’t be distracted by your cell phones! there are 15 to 21 year old doing Street robberies, and deception thefts. If purchasing online you have the option to meet up at the police station! the lobby of the police station is open 24/7.

The donation box at Walford is overflowing again. our fundraiser at ledo’s Pizza did very well. Kathy reported we have $1,508.36 plus we made $98 at Ledo’s and we had a donation of $50 from John Melzer.

Kathy heard from the speed guy at traffic and engineering. he said they put up a two-day counter out, and the average speed was 23 miles an hour. (which is a lie) they claim it’s a Police issue not traffic and engineering issue. Dave will call traffic and engineering to apply pressure. they have to do the study again they said they would do Leslie road again but it met the numbers not the speed and we asked them to clarify what volume means.

There was a card skimmer found MECU on Holabird avenue. The Dundalk heritage fair starts Friday June 28th. we are trying to get together a school violence meeting but there is no tentative date yet. We took a vote to see if we are having a meeting in July. there were 11 people in favor of no meeting and nobody against not having a meeting. No meeting in July it is! we also voted unanimously that Sheila will host national night out again we set up a date to shop. National night out will be August 6th 2019 at 7 p.m.

Officer Wakefield gives his report. from April 3rd to May 7th there were 317 calls to service, 63 reports, one Grand theft Auto, 6 theft from vehicles, 3 fourth degree burglaries, one stolen dog, two robberies, two armed at railway inn. One purse theft, 25 traffic stops, 72 checks of locations.

Sheila’s few things..the community cleanup Manor alley Jack tore down his shed, cleaned up yard, and fixing up his property! so yay!!! and then there was something reported about eight people living on a house on holabird avenue. County came out 2 times.

We would like to have traffic and engineering put a speed camera at holabird and Searles road. Barry said he would like to invite Bill galeazzo to a meeting coming up general vote was approved for the invite.

Speed bumps on Rita road: traffic and engineering responded with a letter denying speed bump process. Kathy called and left a message waiting for a call back. Leslie and Rita road have no sidewalks, and there are no sidewalks from Delvale to rita place making it dangerous for children to walk to school.

Ledo’s fundraiser is May 13th, will post it at local businesses. we had a successful clean up!! Thank you all for the help! And making our community clean and beautiful!

Barry reports that code enforcement is supposed to sweep our area in regards to rat holes.

Need fliers on how to tend to rats, for houses that have rat holes.

Last months minutes were approved.

Pat said she called the county about the mud and clumps that they left when they did the road re-pavement.

Kathy states that the state highway administration recommends that they raise the intersection at the three-way Rita road, and Rita place.

officer Wakefield gives his report from March 5th to April 3rd. there were 244 calls to service, 43 reports, 0 overdoses,3 narcotics. there was a call for Holabird with two eighth-graders who had pot in the bathroom a 7th grader had two bags of pot on his person. one Grand theft Auto, 2 theft from vehicle, one miscellaneous theft, 2 first-degree burglary, one homicide at 1700 Brookview, 26 traffic violations, 3 parking citations, 63 checks of property, and one DUI.

we’re trying to get the turn at IHOP to be a no left turn we have to call traffic and engineering. The empty lot next to giant there are rumors that it’s either going to be a storage facility or a Target. the clay hills trail there’s a lot of homeless people and they’re leaving a lot of trash behind.

COP signs still need to be hung they can only be hung on certain polls officer Wakefield told us which ones they can be hung on. we’d like to add no soliciting to those community signs.

The tire place on Delvale and Holabird they have a donation box in the parking lot it keeps spilling over and people keep leaving all of their stuff laying in the parking lot. Seems to be a trend wherever the donation boxes are.

Meeting Minutes 10/2/18

Meeting starts at 7 PM with the pledge of allegiance. Officer Addair was absent and Officer Briggs was there in her place. He gave the crime stats for our area “there a 55 reports for the month of September: 52 traffic stops, 3 crossing details, 2 overdoses, 2 theft from autos, 3 destruction of property, 1 armed robbery, 1 theft of auto, and 1 narcotics.”

Open the meeting with City Council President Jack Young to talk about Holabird Avenue and Dundalk Avenue and try to work together to reduce crime on the city/county line. Jack Young Said “there should be no lines between the city and the County, that we need to find solutions to these problems to minimize the crime.” The police Deputy Commissioner Bonaparte. “Brought his whole team here to deal with the matters. This partnership is great. They work with the Baltimore County on prostitution and drugs and car theft. Captain Brown is new, but she’s working through issues with Baltimore County to solve problems in collaboration with the city and the County.”

Major Brown said “Thank you for the invite their number one goal is crime reduction in the South East industrial side. In June and July They met with DOT in the industrial corridor and had 24 cars towed. The lot that the cars were on had 3 fatal overdoses, there were prostitutes using drugs on the lot. And unfortunately died from it.”  The crime numbers on the city side were very low with 15 disorderly conduct, 9 narcotics, 2 robberies. They decided to do a foot deployment and walk to talk to the local business owners. They brought a drug sergeant in. Looking to see that the businesses were in compliance with their licenses and up to code. The district commanders Look for calls to service and there isn’t a way for the city to share their statistics with the county and vice versa.

We should find a way to coordinate statistics from the Southeast City and Baltimore County. We did learn that as a County resident, We cannot call 911 and speak to the city 911 dispatch. That if we are in the County our dispatch automatically goes to the County. But there is an app for the city. It’s called BPD app. You can download it on your phone and use it anonymously. Or you can send an email to SEDTIPS@baltimorepolice.org.

Senator Salling said that Graceland Park met with the council at a meeting with the police. To try to problem solve. And that he appreciated Dawn and Dave working with the community to bring the attention to the crime and inviting the city to discuss the matters.

John Melzer stated that the intersection that we’re talking about at Holabird Avenue and Dundalk avenue is not only high in crime but also covered in trash. Trash brings on crime. We need to keep our neighborhoods clean. It will help with crime!

Deputy Commissioner Bonaparte said that the squeegee boys have  plagued to the city for some time. They have a task force to deal with the boys, but they’re mostly juveniles young people trying to earn money. homeless people are doing the same thing, and if we are going to prosecute the squeegee boys. We need to also prosecute the homeless. It has to be fair. (everyone seemed to agree to this)

The Colonel said that September 10th at their council meeting. It showed that the database  # calls for service with problems pertaining to the squeegee boys. They couldn’t do anything about the calls because the people would call on the boys, and then leave the scene, so when officer got there, they couldn’t prosecute without a statement from the witness. We were also told that during school hours, There is a school daytime curfew in the city so they are using units at certain intersections to enforce curfews. We also need to find out why these kids are hanging out on the street. Some of it might be drugs and some of it could be because they are hungry. There is a real food problem in the city.

When people are soliciting and its aggressive soliciting or panhandling the police need an accurate description of the person they need you to stay at this scene to report it.

Jack young said “We want to look at other City/County line Crime and see how agencies in other areas work together. that way we can replicate their programs and open dialogue between City and County police sharing stats and solving these issues.”

The city has a police sergeant working on a drug unit from the City with the County at 100 Dundalk avenue on the line sharing info w/ the County, Graceland  Park has been seeing a lot of phone orders for drugs because they are a quiet area. 6 people for the whole district working in that unit. But they’re creeping into our area.

Delegate Ric Metzgar said that we need to reach out to the juveniles in a room and see what they want. They need love and positive role models, County and City should come together and put something in motion.

City Community leaders had an event in Druid Hill Park to hear about what residents concerns were and find out what plagues the community. We need to find the root cause and we need a sustainable effort to solve issues with Council President and mayor’s office.

Senator Salling said that there are a lot of homeless kids in our area that have no parents around who go to school and still manage but they need love and compassion. It’s a milestone that kids need to help them grow. He met them doing his missionary work with the church.

Sergeant Stelmack , said that there is a numbers game in Baltimore County that if we want action. We have to call in crimes and report as much information as we can to dispatchers. That way when an officer gets to the scene of a crime. The officer is completely prepared for what they’re about to find. And if we don’t report it then problems won’t be fixed.

Jack young stated that his focus is on officers collaborating to get rid of this stuff. It doesn’t matter city, County there should be no line. Major Brown is going to reach out to Captain Wiedeck to open communication between city and County. Jack Young said thank you to Dawn and the officers for being open to communication. Major Brown gave us her email address, so that we can continue to communicate.

Mike Yancura gave his Treasury report. We have $1208.72 in the bank there has been no purchases and no change. Unfortunately. Mike has to stop being the treasurer and we open the floor and asked if anyone wanted to be the treasurer and Kathleen Sladics volunteered. The floor voted unanimous. Yay!!! Special thanks to Kathleen for volunteering.!!!!

Hart miller Island trip is still an option, the boat launches from around Miller Island to Hart-Miller island, open to community associations. Doug Stanley, attending the meeting for Dun-Logan community stated that there is a giant tower. The West side is very nice. There’s a Lake and 8 Mile Trail and bikes to ride beaches, but there’s a lot of bay grass. And you can camp there for $5 a night.

John Melzer said please don’t blow grass in the road it’s bad for the bay and for motorcycles that grass to a motorcyclist is like a sheet of ice. We also stated that Baltimore County can fine a home owner Up to $1000 for anyone who is caught blowing grass in the street.

Linda Mooney stated that there was a traffic study done on railway and walnut and they got a letter that said that they did not meet the minimum requirements of traffic to do any kind of speed bumps so we’re going to get with her and try to help with this process.

Mike Belzner asked about the golf course at Sparrows Point Country Club to see if there was an update on Baltimore County planning from developer. We have not heard anything. We know it’ll be tied up for a few months pending approval.

Barry Sayer-  reports that code enforcement is ignoring his submissions

Was stated that sparrows point estates reduced the # of houses being built from 350 to 307. But still has to do study for traffic issues. Richard David lives in community across from the development started a petition to boycott SPCC estates development. Children from development are slated to go to sparrows point high school which is already 130% over capacity. Many of our schools in Baltimore county have trailers on their properties.

Asked the room who wanted this development and it was unanimous decision no one wanted it.

There was a talk of doing a petitions to get our roads repaved.

A new member brought up people doing traffic violations on Rita, Leslie, and birch roads running stop signs and flying down the streets. Safety hazard for kids walking to and from school!

Lottery and Casino $ not going to school system like we voted for last election

Bethlehem is becoming infested with prostitution. Lots of dirt bikes riders in our area, squeegee boys at German hill and Merritt, as well as Dundalk avenue.

Meeting Minutes 4/3/18

Officer Addair gives her report Salvo’s and Quest Diagnostics have been sent a letter on letter head. 486 calls for march, 52 reports, 55 traffic stops, 26 officers sent to do school crossings, 2 Destruction of property, 1 overdose, 1 narcotics, 4 auto theft, 5 burglaries.

Mike Yancura, a new treasurer voted in. Treasury report is $1511.23. $646.14 must be returned as part of the C.O.P. grant.

Barry states on Ives lane and Westfield Road. There are commercial cars, we cannot do anything. Advertising a business or not. Anything over 10,000 pounds is illegal. Anything under his legal. Cintas trucks are legal. Officer Addair can run any tag to find out the weight of a vehicle. Code season is just beginning more complaints this month, then last month  especially dog waste in the back yards. No word on Ives Lane Alley. Sheila and mikes friend Phil is in code. He may be able to help us.

Merritt Boulevard and Westfield Road accidents. State Road-not a County road. State says it will take 90 days to do this study. April 17th. We should have a word on what is being done. The light sensor at Holabird and Searles road is broken. We have emailed them multiple times. There’s no word yet. Mike Yancura to call traffic in engineering about the traffic camera.

As far as the no soliciting for our community. There is no change. We need special permit signs to put in the ground, it’s a very bureaucratic process. No place to put our own signage. If someone is soliciting they would have to have a permit sunrise to sunset.

David Rader went to Towson to protest the Sparrows Point Country States. They said an amazing amount of community input was considered in this process, but they did not mention the petition that Richard Davis took in his community protesting this development. It is a PUD development. Which means that there is a community benefit that supposed to be given to local communities but they forgot a lot of local people.they also forgot to mention the traffic that it would add to our already over Crowded streets, they did not donate any money to the volunteer firefighters or the Police Department in our local community. Nor did they mention the overcrowding in the schools that we have already. and where are they gonna put the children that are gonna be living in the 320 plus houses that they are about to build! They did, however, give money to Todds Inheritance, which is state owned building. They also forgot to mention the environmental issues that building on this property is going to have on our community. Our friend Russell Donnelly has worked for 30 or 40 years with Chesapeake Bay restoration and the Critical Area Boundaries protecting the environment from the hazards left behind from the steel mill among waste from other sources. Those toxins are in the land and water that this development will be stirring up.

This PUD has also donated money to Patapsco High School for their athletic field to be Astro turf. We called the athletic director at Patapsco and he said he will not bar people from using the field; like Dundalk high school did after they rebuilt. You must pay Park & Rec for usage.

We do have welcome packets for new neighbors in our community. If you need one please reach out and let us know. We will gladly get one to you. Our community clean up is April 7th at 1 PM. Ives lane is in major need of cleaning the alley has a lot of debris and broken concrete from a remodel. ( A special tank you to John Melzer for cleaning that up!) A House on Ives Lane sold for $150,000 and it’s not an end of row.

There was a fish study done by the Maryland Department of environment that recommends we do not eat many of the fish that come out of the Bay.

Tradepoint Atlantic’s plan to dredge is building opposition who are making sure they do things properly and safely with all of the pollution and health hazards under control. Paid experts and volunteer experts have 2 different opinions on this study. We asked for the blessing to write a letter for environmentally friendly support and it was unanimous.

Barry is representing us on April 9th at the PCRC meeting for NHCA he represents our area and will update us on topics he learns about while there.

We would like to welcome Ed and Diane our new faces.

For National Night Out Officer Addair requested Donuts. She will be there for a half an hour to 45 minutes this year.

Meeting Minutes 3/6/18

Officer Addair reports that there are 472 calls in area for the month of February. After report we found out that Narcan administered by the BCPD. Is not paid for by the people who OD or that need it. It is paid for by the Baltimore County Police Department budget.

There has been gang activity in Woodlawn but not locally.

Barry gives his report. not much has changed but he did report one of the inspectors to the supervisor.
Officer Addair said she would help us to see if salvos would fix the lights out back.

12 crashes at Merritt Boulevard and Westfield Road since June 1st 2017. We also reported to the Department of traffic and engineering that a traffic study should be done here. As well as the light at Holabird Ave. And Searles Rd.

David Rader reports that he has gone to Towson to voice his opinion to support the Fort Howard Historical Landmark nomination.
He also has stepped aside from his presidency. He asked if a volunteer would step up in his place, but no one offered. He will stay chairman until a replacement steps up or depending on the primary.

It was said that Dunlea, and Holabird East apartments are not owned by Scarfield anymore. That Time group owns them.

Grass cutting season is upon us. blowing grass in the streets is in $1000 fine. Payee: the property owner.

April 7, 2018 is our community cleanup. @1:00pm Trash bags and gloves will be donated from the association.

John Melzer stated that the MedStar building has trash in the storm drains. going to call and see if we can get them to clean it up! Thank you John for your continued service to our community!!!
